India has officially commenced Census 2027, marking a historic milestone as the world’s largest and India’s first-ever fully digital census. This exercise, the 16th since its inception and the 8th since Independence, transitioned into its first phase on April 1, 2026.
Key Phases & Timeline
The census is being conducted in two distinct stages to ensure comprehensive data collection across all 36 States and Union Territories
  • Phase I: Houselisting & Housing Census (HLO)
    • Duration: April 1, 2026 – September 30, 2026.
    • Focus: Collecting data on housing conditions, household amenities (water, electricity, sanitation), and assets.Questions: A set of 33 questions has been notified for this phase.
  • Phase II: Population Enumeration (PE)
    • Duration: February 2027.
    • Reference Date: 00:00 hours on March 1, 2027 (except for snow-bound areas like Ladakh, Himachal Pradesh, and Uttarakhand, where the reference date is October 1, 2026).
    • Focus: Detailed demographic data including age, religion, occupation, and migration.
Digital Innovations
This census replaces traditional paper forms with a "Digital-First" approach:
  • Mobile App Data Collection: Over 3 million enumerators (mostly government teachers) are using a dedicated mobile application (Android/iOS) to record and upload data in real-time.
  • Self-Enumeration Portal: For the first time, citizens can choose to self-enumerate via a secure web portal ($se.census.gov.in$). After filling in details, a Self-Enumeration ID (SE ID) is generated to be shared with the enumerator during their visit.
  • Multilingual Support: The app and portal are available in 16 languages.
  • Geo-Tagging: Every building is being geo-tagged to ensure precision and prevent data overlap.
Strategic Significance
  • Caste Enumeration: In a landmark move, Census 2027 will include a caste count, the first comprehensive exercise of its kind since 1931.
    New Classifications: The 2027 census introduces specific categories for live-in couples (to be counted as married) and detailed tracking of digital assets like smartphones and internet connectivity.
  • Budget & Employment: The Union Cabinet approved ₹11,718.24 crore for the project, which is expected to generate approximately 1.02 crore person-days of employment.
  • Administrative Freeze: To ensure data stability, all administrative boundaries (districts, tehsils, etc.) have been frozen from January 1, 2026, until March 31, 2027.
