- International Literacy Day 2026 marks the 60th Anniversary of the global observance. UNESCO will hold the global celebration on 8-9 September 2026 in Mexico with the Government of Mexico. The programme will include the UNESCO International Literacy Prizes and discussions on future literacy policies. The event will be hybrid and livestreamed in English, French and Spanish.

- 1965 Conference: The World Conference of Ministers of Education on the Eradication of Illiteracy in Tehran created the idea of a dedicated global literacy observance.
- UNESCO Proclamation: UNESCO proclaimed International Literacy Day on 26 October 1966 during its 14th General Conference session.
- First Observance: The first International Literacy Day was observed on 8 September 1967 to underline literacy’s importance for individuals, communities and societies.
- UN Recognition: Economic and Social Council resolution 1276(LIII) endorsed the observance in 1967, strengthening international attention towards literacy.
- International Literacy Year (1990): The UN General Assembly declared 1990 as the “International Literacy Year” to strengthen worldwide action for literacy.
- Literacy Decade (2003-2012): The United Nations Literacy Decade covered 2003-2012 and supported wider international efforts to improve literacy and education.
- Earlier Themes: Themes included “Literacy and Health” in 2007-2008, “Literacy and Empowerment” in 2009-2010 and “Literacy and Peace” in 2011-2012, “Transforming Literacy Learning Spaces” was the 2022 theme, followed by themes on transition and sustainability in 2023 and multilingual education in 2024.
- 2025 Theme: The International Literacy Day Theme 2025 was “Promoting literacy in the digital era,” focusing on technology enabled literacy and lifelong learning.

The International Literacy Day 2026 highlights the significance of India’s literacy progress with the national rate rising from about 18% in 1951 to more than 80% in recent times.

- Literacy Definition: The National Sample Survey defines literacy as the ability to read, write and understand a simple message in any language.
- Recent Literacy Rate in India: India’s literacy rate increased from 74% in 2011 to 80.9% in 2023-24, showing substantial progress over the period.
- Fully Literate States: By July 2026, Mizoram, Goa, Tripura, Himachal Pradesh and Sikkim had been officially declared fully literate under ULLAS. Uttarakhand became India’s sixth fully literate state in 2026 after crossing 98% literacy and meeting adult literacy standards under NEP 2020 and ULLAS.
- Ladakh Milestone: Ladakh became the first Union Territory to be declared fully literate on 24 June 2024.
- Functional Literacy: India’s literacy approach now covers functional reading, writing and basic operations along with digital and financial literacy.
- ULLAS Progress: ULLAS enrolled more than 3 crore learners and 42 lakh volunteers. Nearly 1.83 crore learners completed foundational literacy and numeracy assessments with a 90% success rate.

- ULLAS: Understanding of Lifelong Learning for All in Society promotes adult literacy, lifelong learning, digital literacy, financial literacy, life skills and continuing education. ULLAS provides learning materials in 26 Indian languages. This supports wider participation and recognises India’s linguistic diversity.
- New India Literacy Programme: The programme supports adult learners aged 15 years and above through foundational literacy, numeracy and broader learning opportunities.
- National Education Policy 2020: NEP 2020 provides the policy framework for universal foundational literacy and numeracy while promoting equitable, inclusive and lifelong education.
- Saakshar Bharat Mission: Saakshar Bharat Mission was established to strengthen literacy efforts through organised programmes and community participation, contributing to India’s long term literacy expansion.
- Sarva Shiksha Abhiyan: Sarva Shiksha Abhiyan focused on universal elementary education and improving access to schooling, helping strengthen the foundation for literacy among children.
- PRAGYATA: PRAGYATA provides guidance for digital education and supports structured online learning, making technology an important part of continuing educational access.
- National Programme on Technology Enhanced Learning: This initiative uses technology supported learning resources to expand access to educational content and strengthen learning opportunities.
- Volunteer Participation: Government literacy efforts encourage literate citizens, students and volunteers to support non literate learners and strengthen community based literacy action.
